I just did a small Successful cash out but noticed that some members seem to be skipped and stuck in the queue?🤔

Now, the first 1 to 8 are skipped as their BBS is frozen. I checked these other 11 members and they are not, so why? (This is now growing over 2 days) Maybe a glitch and I suggest that these 11 members contact admin themselves as to why in case you didn't know already ...thus tagged in comments.👍
