Kohli one year earning is equall to Babar 12 year earning

IPL is just around the corner Kohli is ready to do something Bater for RCB ,in recently season of ipl Kohli was much expensive player in ipl history but after couple of year his performance is going not well in IPL therefore he is not expensive player in this ipl,if we comperserion between Babar income and Kohli income,then Kohli earning is huge then Babar in this earning (not included PSL and IPL money) in one year Kohli earn money from his board which Is 7 crore in one year ,but on other hand Babar earn such like Kohli money in 12 years it's mean BCCi is very rich board indeed,then Pakistani board ,even BCCi spend huge money to domestic structure to produce good player for international level,while other hand Pakistani board has not enough money for domestic cricket therefore no young blood not came from domestic cricket,if we say that all Pakistani team they gain from PCB is equall to Kohli in one year,

What is your opinion why pakistani board not spent money on theirs players like Indian board what is reason behind it
